Poland blocks adoption of low carbon roadmap

EU states failed to endorse the European Commission's low carbon roadmap on Tuesday after Poland refused to back it. The country was unhappy about a reference to a possible 25% CO2 cut by 2020.

The roadmap's adoption required unanimity in the Council of Ministers. Poland was not opposed to any other elements of the text. According to a council source, other member states also had concerns over the 25% carbon reduction.

A draft resolution published by Hungary states that the EU would be able to "if the EU delivers on its energy-efficiency objectives… [it would] outperform the current 20% emission reduction target and achieve a 25% reduction by 2020". Poland rejected this formulation because it felt it was too committing, according to sources.

Poland's action is a major blow to hopes of increasing the EU's CO2 reduction target for 2020, now supported by a large number of countries and businesses. With Poland taking over the EU presidency in July, chances of an agreement seem slim. UK energy and climate minister Chris Huhne was extremely disappointed. "It's a dark day for Europe's leading role in tackling climate change but the UK together with its European colleagues will continue to make the economic case for tighter EU carbon targets so that we can make the most of the future green economy".

The news was announced at a meeting of environment ministers in Luxembourg on Tuesday.
