if you have an opportunity to negotiate and write the energy bill, what would you say, or write the rules?

Tremendous opportunities and examples - seek them out in both developed and developing world. Seek what works. Find the things that work and aggressively support those.

Some companies have already made commitments to 20 EE, and actually at least they are achieving that. Setting the targets is the way to get the minds around it.

Solutions exist but not enough. Technology, process, and communication challenges. Destination of where the society is moving? Benefit-based improvement - schools are the least EE sector on this planet. School Vision - bring lighting to schools, 30% electricity bill saved, 40% reading improvement. "Bright School".

North America challenges: increasing scope, scale, and reporting. Can we become smarter to manage the building? - Empire Building owner

Commercial buildings - integrated design process:60 solutions; half saving is in the tenets' control; good lesson: done by public sourcing, MRV'ed, supporting the financial model.

Information around EE is all available, but if energy is cheap, not sexy, no one pays attention.

If information can be had, though many people are saying data is not available. We capture data differently in different countries. Common methodology, common matrix, how we measure carbon, how we account carbon and energy consumption. Common carbon matrix is something Green Building Council is working on, in partnership with UNEP, EU green building alliance, companies like JLC.
